Job Summary

The Local Economic and Value Chain Development expert will be responsible for the implementation and coordination of local economic development (LED) and value chain (VC) interventions with a special focus on employment creation and strengthening of local organizations, and in accordance with state and local-level needs and priorities. Further, the expert will have the responsibility to oversee activities in the implementation area of supporting returning migrants’ economic integration in the state.

Job Description/Requirements

  • Planning and monitoring of interventions with  partners
  • Continuing existing and identifying new interventions  with a focus on increasing employment and incomes
  • Supporting local organizations in developing their organizational and service capacities.
  • Conducting capacity building measures and  managing the implementation of activities through  service providers and consultants
  • Advising on needs-based support to improve the  employment and income situation of returnees from Germany and third countries in selected VCs
  • Cooperating with other staff members in SEDIN`s  head and field offices



In an exchange with the regional and technical team leads the  technical expert

  • Reviews and implements existing LED and VC  approaches and activities in selected LGAs and on  state-level with identified public and private partners
  • Recommends adjustments of these approaches to  increase employment and income effects where  necessary
  • Identifies and recommends new LED and VC  interventions that promise increased employment  and income effects
  • Manages the relationship with both public and private  partners and supports communication between  stakeholders and to or from SEDIN
  • Agrees with the project management and partners on  interventions to be implemented
  • Cooperates with partners to support the development  of local markets
  • Supports the capacity development of organizations and linking them to services and markets
  • Supervises external short- and long-term experts  contracted for VC support
  • Supports increasing access to agricultural and  business development services
  • Supports increasing access to financial services and  developing cooperative finance systems
  • Supports and cooperates with partners and other  stakeholders in the migration and reintegration implementation area
  • Supports the promotion of youth employment in  agriculture and other sectors
  • Liaises with other technical experts of the program
  • In cooperation with the M&E advisors, monitors and  evaluates the results of activities
  • In cooperation with the communication and migration  advisors, contributes to knowledge management and  prepares materials for disseminating information
  • Participates in team meetings and other project events

 Required Qualifications, Competencies &  experience 


  • MBA or other relevant degrees
  • University Degree in Economics, Agriculture, Agric  Economics and Social Sciences or similar area

Professional experience:

  • At least 5 years of professional experience in areas  relevant for local economic and value chain development
  • Experience in working with and building the  capacity of local organizations, cooperatives, and  advocacy groups
  • Experience in the areas of migration (reintegration), employment promotion, or in other areas relevant to the target group of returnees and potential migrants.
  • Experience in supporting change processes
  • Experience in developing business, agricultural  development services
  • Experience in working with the public sector for  promoting local economic development
  • Experience in working with the private sector for  developing business and market linkages

Other knowledge, additional competencies:

  • Ability to work independently and without supervision
  • Ability to work in teams and experience with  working with internal and external stakeholders
  • Ability to manage project timelines, processes,  and tasks effectively
  • Good working knowledge of virtual communication and computer applications (e.g.  MS Office, MS Teams)
  • Self-motivated, pro-active approach in identifying and promoting innovative approaches
  • Impeccable presentation, verbal, and written  communication skills in English
  • Willingness to upskill as required by the tasks to  be performed – corresponding measures are agreed with management
