Masari, who lamented the high rate of youths recruited into banditry, expressed optimism that the narrative would change with the launch of the programme.

He said banditry had been a major problem in the state and has affected the production of agricultural produce severely.

“Katsina is bedeviled with insecurity and 99 percent of bandits are below the age of 40. Anyone of them above 40 years of age is a commandant living in a safe place in the forest directing the youth.

“Why should we allow bandits to employ these army of unemployed youth in the locality when the government can do better?” he queried.

Earlier, the Special Adviser to the governor in Higher Education, Muhammad Bashir Usman, said submission of entries would start from November 28 to February 8, 2021.

He added that the programme is opened to indigenes and non- indigenes.
