NASIMS, having perceived the queries of the Batch C Stream 2 Npower beneficiaries, had on Thursday stated that “State Focal Person is responsible for your PPA placement and this is done manually, after which deployment will commence.”
Two questions are begging for answers among the Batch C Stream 2 Npower beneficiaries after the announcement:
1. Who is a State Focal Person and what are his/her responsibilities
2. Why is the Focal person now responsible for the Npower Batch C Stream 2 PPA Placement

To dissect these questions, let us begin by explaining Who a Focal person is and His/Her Responsibilities.
A Focal Person is an Individual in a State, usually a high-profiled Civil Servant, who has been appointed by the Governor of a State to oversee the implementation of the National Social Investment Programme in a State.
Appointment of a State Focal Person is done using the guidelines stipulated by the NSIP management which assure the capability and credibility of such an individual.
The Focal Person is the Primary eye and contact of the Abuja Central NSIP Office in any State.

In view of that, every State of the Federation has a designated State NSIP Office which is manned by the State Focal Person and his/her work team.
The duties of a State Focal Person have been extensively discussed in our previous publication titled Why Npower Beneficiaries should know their State Focal Persons.
Moving over to the Next Question, “Why is the Focal person now responsible for the Npower Batch C Stream 2 PPA Placement”
In the Deployment of the Batch C Stream 1 Npower beneficiaries, the Placement of the Batch C Stream 1 Npower beneficiaries was done by the Npower Management in Abuja Central Office.
However, the State Focal Persons were directed to send a compiled list of Places of Primary Assignment (PPAs) where Npower beneficiaries are usually or likely to be posted in any State.
Earlier, especially in 2016 during the kick-off of the Npower programme with Batch A, and then Batch B, the Placement of the Npower beneficiaries were done by the State Ministry of Education, State Ministry of Health and State Ministry of Agriculture.

The Batch A and B placement was carried out by these ministries based on the directives of the State Focal Person, who also oversaw the resolution of deployment issues, Redeployment of the Npower beneficiaries, and transmission of Deployment data to the Abuja Central NSIP Office.
Then, there was a complete synergy between the Abuja Central Office and every State NSIP Office in both data management and Coordination.
The Deployment of the Batch C Stream 2 Npower beneficiaries taking such a “manual” but digitized approach as in the 2016 Batch A and 2017 Batch B is for a reason.
The reason is simple. You see, managing a large pull of data, especially for the first time does present complications that if not carefully handled, could jeopardize existing or already fed data in the System.
Currently, on the NASIMS Portal www.nasims.gov.ng, the data of the Batch C Stream 1 Npower beneficiaries are still existing. Generating the Npower Batch C Stream 2 Deployment data electronically, which shares similar strings with the Npower Batch C Stream 1 Npower beneficiaries’ data, will disarray the existing data on the NASIMS Portal.
