The Nigerian Electricity Regulatory Commission (NERC) is an independent body, established by the Electric Power Sector Reform Act of 2005 to undertake technical and economic regulation of the Nigerian Electricity Supply Industry. The Commission is to, among others license operators, determine operating codes and standards, establish customer rights and obligations and set cost reflective industry tariffs. Job Title: Analyst I – Licensing

Location: Nigeria
Division: Legal, Licensing and Compliance

Job Description

  • Reviewing applications for licenses, permits and other regulatory approvals granted by the Commission for activities in the Nigerian Electricity Supply Industry.
  • Reviewing the licensing framework and development of procedures to improve upon the licensee experience in the application process.
  • Development of work plans for the licensing unit and performance of tasks allocated by senior team members.
  • Coordination and maintenance of relationships with applicants and other stakeholders.
  • Coordination and maintenance of relationships with other departments/units in the Commission.
  • Manage communication of approvals of licenses and permits.

Job Title: Principal Manager – Tariff and Rates

Location: Nigeria
Division: Markets Competition and Rates

Job Description

  • Assists with the process for the review of tariff filings and applications.
  • Assists with the development and the review of existing tariff models.
  • Undertake review of methodologies, polices, procedures and guidelines for regulating electricity tariff.
  • Analyse the impact of various government tariff  policy directives on the financial sustainability of the market and proper advice to the Commission.
  • Undertake studies to establish appropriate level of lifeline tariffs and make recommendations for the implementation of PCAF.
  • Analyse matters for tariff hearing and assist with the organisation of public hearings or any other regulatory proceeding to obtain any required information, representation, or objection to ensure that the proposed change in tariff is fair to all stakeholders.

Job Title: Principal Manager – Corporate Planning Strategy

Job Description

  • Receive, document and coordinate plans and propositions for actions and tasks to be undertaken by Divisions and Units of the Commission
  • Harmonize, synthesize and follow-up on the implementation of Action Plans and Strategic Plan of the Commission

Job Description

  • Regulatory Research analyst will provide the needed support for the PM and AGM while being mentored by both to ensure effective teamwork and service delivery.

Job Description

  • Install and configure computer hardware, operating systems and applications.

  • Assisting the HR team in the development and moderation of flexible operating policies, guidelines, and systems to encourage best practices and dynamism within the Commission.

Requirements

Minimum Qualifications / Skills:

  • First Degree in Human Resources, Political Science, Public Administration, Sociology, Business Administration, Industrial Psychology, or related field required.

Minimum Years of Experience: 4 years.

Job Title: Principal Manager, Protocol

Location: Nigeria
Division: Office of the Chairman

Responsibilities

  • Report to the Head, Public Affairs Department
  • Maintain and update a register of contact addresses of industry stakeholders
  • Arrange Industry Relations activities of the Commission with other relevant units of licensees.
  • Coordinate events management for the Commission
  • Liaise with vendors and user divisions the event planning process to ensure everything is in order.
  • Arrange general protocol matters between the Commission and other agencies, organisations and MDAs.
  • Provide protocol services for the flight departure and arrival of the Chairman, Commissioners and Commission’s visitors (Airport reception, accommodation, etc).
  • Coordinate hotel accommodations for Commission’s guests
  • Coordinate internal travel logistics for the Commission and liaise with foreign missions in Nigeria on diplomatic and consular issues that affect the operation of the Commission.
  • Procure travel documents for Commission staff and Units and process the payments for procured air tickets, travel insurance and vendors.
  • Develop and review policy direction regarding protocol and passages for the Commission.
  • Perform other duties as may be assigned by Head of Public Affairs.

Minimum Qualifications / Skills

  • First Degree in any of the Social Sciences / Humanities or Media / Communication Studies
  • Social media freak, team player, and ability to deliver under pressure.

Job Description

  • Regulatory Research analyst will provide the required support for the PM and AGM while being mentored by both to ensure effective teamwork and service delivery.
  • The analyst will be responsible for designing survey templates, data collection data processing, data analysis and drafting reports
  • Acquisition of data from primary or secondary data sources and maintaining the database
  • Assist in developing and implementing data analysis, data collection systems and other strategies that optimize statistical efficiency and data quality
  • Assist in developing queries for interrogating database system, provide information to internal & external stakeholders
  • Managing industry dashboards and related inputs as required by the Commission from time to time
  • Identifying, analysing, and interpreting trends or patterns in complex industry data sets.
  • Other related tasks and duties as may be instructed by the PM (DAP) or other senior personnel of the PRS Division.

Minimum Qualifications / Skills

  • B.Sc., A higher diploma and professional certification relevant to the vacancy is an advantage.
  • Field of Study: Computer Science, Data Base Management, Data Science, Economics, Statistics, Mathematics, Electrical/Electronic Engineering
  • Articulate and fluent in communication, disposition to working collaboratively in teams and knowledge sharing. Creative, curious, and confident.
  • Having strong verbal and written presentation and communication skills with a demonstrated ability to effectively interact with senior management and other stakeholders.
  • Competent with Excel, Excel Visual Basic for Applications (VBA) Macros programming, Python language, C-sharp, Java scripts programming, Statistical analysis (demand forecasting, predictive analytical methods), Front end development in Angular, React, Vue or Bootstrap for report development and generation, MS Power BI, E-View for data visualization, SQL scripting and database management, MS Power Point, etc. Highly analytical with the ability to formulate and support sound regulatory and policy recommendations with strong financial modelling.
  • Minimum years of experience:  4 years
