Branch Chief, Monitoring, Evaluation & Data Analytics

Job Description:

Under the supervision of the Deputy Director for Epidemiology, Strategic Information and Science, the incumbent is the Branch Chief for the Monitoring & Evaluation, Data Analysis and Science and provides technical expertise to improve HIV/AIDS programs that CDC Nigeria and Federal Ministry of Health (FMOH) are collaborating throughout the country.

The incumbent serves as the lead person for development of data management systems and evaluating progress in program implementation of HIV/AIDS prevention activities conducted by CDC Nigeria and the FMOH by applying both theoretical and practical knowledge of health education, social and behavioral science, evaluation strategies, and evaluation research methodology to design and conduct of monitoring and evaluation (M&E) activities.

The incumbent is responsible for leading the CDC Nigeria on Implementation Science activities. Position is an LE Direct Hire appointed position, will serve as Project Officer and will have signatory authority for CDC awards and Cooperative Agreements.

Qualifications and Requirements:

The incumbent must have at least five (5) years’ experience in HIV/AIDS, STD, TB prevention programs at the local, state, Federal or international levels that entailed responsibility for the evaluation of program activities. The incumbent should also have experience in use of measurement methods required for Monitoring and Evaluation of target populations and health programs including quantitative and qualitative operations research.

In addition, incumbent must have at least one year of supervisory experience, and one year of management experience.

Job Knowledge:

The incumbent is required to have detailed knowledge of research methods and the collection, analysis and presentation of public health/epidemiologic data in order to plan, design, direct the implementation of and strengthen procedures for collection, analysis and dissemination of HIV/AIDS epidemiological data. This includes advanced knowledge of the principles, theories and practices of USG and internationally recognized standards for surveillance and survey regulations and procedures. Detailed knowledge of the host government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Good working knowledge of overall administrative requirements in development and support of grants, contracts, memoranda of understanding and cooperative agreements is required. Good working knowledge of CDC and USG HIV/AIDS public health programs, strategies, methods, processes, and techniques used to plan, develop, implement, and evaluate results of HIV programs is required.

Education Requirements:

  • MBBS, MD or a terminal degree in Public Health, Epidemiology or Behavioral science.

Program Management Assistant

Job Description:

The Program Management Assistant, under the supervision of the Division of Global Health Protection’s (DGHP) Associate Director and Deputy for Management and Operations, provides support on a variety of programmatic, cooperative agreement and administrative issues to assist the DGHP Nigeria and West Africa Regional offices to effectively manage division priorities. The job holder helps with planning, implementation, monitoring, and reporting of activities, as well as with coordination and high-level correspondence with United States Government (USG), Government of Nigeria (GoN), and West Africa (WA) regional officials.

Qualifications and Requirements:

EXPERIENCE:  Three (3) years’ experience in program assistance work with a Public Health program as well as prior experience in the collection, analyses and presentation of information is required.

Job Knowledge:

  • Very good knowledge of the theoretical and practical concepts of program and project management is required. Broad perspective and knowledge of the principles of public health programs and practice, including knowledge of organizational and operational concepts and practices applied by public, private and non-profit agencies, and organizations engaged in health-related service delivery is required. Sound knowledge of general office operations and principles is required.
  • A good knowledge of Nigeria’s economic, social culture, and political characteristics is required. Knowledge on West Africa region’s economic, social culture, and political characteristics, are desirable and would be an advantage. An understanding of the Global Health Security/International Health Regulations program is required.
  • Sound knowledge of all aspects of administrative and office support processes, including both secretarial and programmatic support and procedures for processing more specialized and detailed tasks, (e.g., programmatic reports) is required.
  • Vast knowledge of the host country and U.S. operational environment, including a good understanding of government laws and regulations pertaining to training, contracting, legal adherence, development and public health implementation is required.

Education Requirements:

  • Bachelor’s degree in Business Administration, Business Management, Public Administration, Public Health, or Economics is required.
